There are 15 active revitalization projects in Jamestown right now. All verified from primary sources, including the City's own 2026 State of the City Report, official press releases, IRS tax filings, and local journalism. 1. Chadakoin River Basin Activation (Phase 1) - $1.9M+ in state/federal grants. Gardens, mural, kayak launch, and visitor center. Construction underway. 2. Prendergast Landing (106–108 Fairmount Ave.) - State Restore NY grant + private developer transforming a long-vacant building into café, retail, office, and loft apartments. 3. Jamestown Renaissance Corporation Revival - Restructured with Gebbie Foundation backing. National director search underway. Downtown building inventory planned for mid-2026. 4. Gateway Lofts (31 Water St.) - $77M adaptive reuse of the former Chautauqua Hardware building. 110 units of affordable and supportive housing. Building permit submitted December 2025. Construction targeted for late 2026. 5. Blooming Gardens - $3.2M project. 48 housing units across 12 sites for individuals experiencing homelessness or serious mental illness. Active now. 6. NYS Pro-Housing Grant - $250,000 awarded March 2026. Accelerates redevelopment of abandoned, blighted properties with Chautauqua County Land Bank. 7. East 2nd St. / Route 394 Reconstruction - NYSDOT-funded. Traffic signals, accessible ramps, sidewalks, paving. Active in 2026. 8. Stormwater Channel Maintenance - $1.25M federal grant. Flood risk reduction along the Chadakoin River. In planning. 9. Minnow Brook Culvert (Bridge NY) - $1.5M state grant. Culvert repair between Allen St. and the Chadakoin River. Bidding summer/fall 2026. 10. Municipal Fiber Broadband (BPU) - Community-owned fiber coming online 2026. 11. Cummins Engine Plant Expansion - $452M private investment. New fuel-agnostic engine line. ~1,400 employees. Active through 2026. 12. S. CHQ Federal Credit Union - Private purchase of the former Rite Aid at 8th & North Main. Full branch with community room opening 2026. 13. Comprehensive Plan + Zoning Code Update - First update since 1998. Active community input sessions happening now. 14. Strengthened Dept. of Development - Three new professionals hired in 2025: Principal Planner, Zoning Code Enforcement Officer, and Economic Development Coordinator. 15. NextGen Jamestown - Youth civic engagement program connecting high school students with city government. Active through June 2027. The city's own 2026 State of the City Report states plainly that revenues declined ~$663,000 in 2025, ARPA funds are exhausted, and the taxable base shrank $3.33 million due to assessment litigation alone (Ecklund, 2026). It is grants or nothing gets built. The Gebbie Foundation, a private Jamestown-based foundation, holds a ~$79 million endowment and has deployed $3.5M–$3.9M per year into this city for decades (ProPublica Nonprofit Explorer, 2025). "Fix the housing first." Housing is being addressed simultaneously on multiple fronts, as shown above. But research consistently shows housing alone does not save a declining city. People need a reason to want to live somewhere - destinations, economic activity, forward momentum: Bellefontaine, Ohio (pop. ~13,000) reversed a 70%+ downtown vacancy rate not by fixing housing first, but by one entrepreneur creating destinations that gave people a reason to stay (NBC4 Columbus, 2025; Small Nation, n.d.). Paducah, Kentucky transformed a blighted neighborhood into a UNESCO Creative City by attracting artists, and the housing improved because people wanted to be there (Kentucky Living, 2020; City of Paducah, n.d.). Marfa, Texas (pop. ~2,000) was a dying ranching town until one artist established the Chinati Foundation, turning it into an internationally recognized destination drawing tens of thousands of visitors annually (Undiscovered America, 2025; Chinati Foundation, n.d.). Biddeford, Maine (pop. ~22,000) went from "Trashtown" to a 2022 Great American Main Street Award winner, attracting $216 million in reinvestment, 167 net new businesses, and dropping commercial vacancy from 20.7% to 4.5% (Heart of Biddeford, 2022). Fixing housing and building destinations are not competing priorities. The record shows both must run simultaneously. The National Comedy Center isn't just feel-good tourism. In its first full year (2019), city sales tax revenue hit an all-time high and Chautauqua County lodging revenue broke records for three consecutive quarters (National Comedy Center, 2019). As of February 2026, it was named the #1 Best Pop Culture Museum in the U.S. by USA Today and draws visitors from nearly 30 countries (National Comedy Center, 2026). A second anchor - something that turns a one-afternoon visit into a weekend, targets a different demographic, and creates cross-promotion opportunities - is a strategy that appears consistently across well-documented small-town revivals, as shown above. I am just offering some research-based food for thought. The cities which turn themselves around do so because residents start bringing ideas to the table, not just to each other, but to City Hall. That creative energy, wherever it comes from, whatever form it takes, is something every one of us can contribute to. The question worth asking is not whether any single idea is perfect.
